But, since most of you and your ilk have the attention spans of amoebae, here's a recap: he has authority under the 10th Amendment to the U.S. Constitution: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people”, this includes the management of disasters or emergencies, such as a global pandemic. The specific powers granted him are enumerated in the Revised Code of Washington, 43.06.220.
