Atlantic salmon were safer than steelhead will be. The Atlantics were a pollution source but when they escaped they didn't spawn, they just starved to death (albeit in some cases over a very long time, like a year, because they had stored so very many calories into fat). Steelhead netpens will concentrate native pathogens more easily passed to native fish, and if they escape will lose a greater risk of being able to reproduce.
