To clarify, it's a combination of EOs and Congress passing laws that is the $15 federal minimum wage.

If you have a federal government contract, you're not going to be asked. If you have a business in a federal park or federal lands (non-tribal) it applies to you too. Same with military. It's only the other minimum wages that need Congress to enact them.
