Yeah, sometimes people don't even know they're owed the money. I received several hundred dollars from this fund about a decade ago, because apparently there had been some sort of mix up with a 20 year-old college work study payment; the college never notified me (or I moved and it was never forwarded) and so the State simply held onto it until I saw a similar article and looked to see if I was in the system.
