Attorney General Rob McKenna addressed the governor today in a letter about paying for cost overruns on the deep-bore tunnel (I swear, if I got penny for every time I wrote "deep-bore tunnel" etc. and so forth). McKenna essentially says what everyone already knew: The legislation passed last year can't be enforced as it is, but it does make clear the legislature's intent to collect cost overruns from people in the Seattle area. "A future legislature may choose to enact additional legislation necessary to make this cost overrun provisions operative," he writes.
