Really? You think that Wisconsin Gov. Scott Walker's execrable budget proposal is really just about balancing the budget? Then, um, how do you explain this?

A provision in Wisconsin Gov. Scott Walker's (R) revised two-year budget proposal released Tuesday would repeal a state law requiring health insurers to cover prescription birth control.

The controversial anti-union proposal would also repeal the Contraceptive Equity law, which establishes birth control as a necessity for insurers to cover rather than "optional care."

I suppose we could be generous and assume that Walker's budget merely reflects his own right-wing values and those of his teabagger base. But it sure does look like his guiding budgetary focus is punishing Democratic constituency groups.
