The fallback I have seen used to defeat this is fear mongering. The claim that this would be eventually expanded to those below the income/valuation thresholds. It was used successfully to defeat the last income tax, even when it was conditioned upon sales tax reduction. It is being used again against the Capital Gains tax. The fact that the capital gains tax only affects less than one percent of the population, and has exemptions that address all those concerns does not matter. The fact that it would could lessen the chance of raising the sales tax or fees falls upon willfully ignorant ears....
