It is difficult to think of a more pleasant way to spend a late Sunday afternoon than strolling around Ballard in the sunshine (or, failing that, the rain) and going to the relaxed, lovely, and civilized bar Barnacle for a glass of prosecco and the $6 snacks they make for “cavi-hour.” Each small plate features a different kind of caviar, and each (deviled eggs with salmon roe and sweet pimenton, for example) is more delicious than the last.
