Wow. The law against "looping" is fucked up. It puts way too much of a burden on the retailer. The whole point of having a limit is to prevent direct to consumer Costco style wholesaling. There is no discount for buying more than an ounce. As a result, large amounts of weed is relatively expensive when purchased at the retail level. That discourages me from just buying a bunch, driving over to Idaho, and selling it there. That doesn't mean it doesn't happen, but it means there is less of a financial incentive.
That really is a stupid provision in the law. Oh, and last time I checked I can go to Oregon and buy up shitloads of cheap booze.
