The only reason anyone still remembers Rudy Giuliani's name is because he happened to be mayor of New York City during 9/11. That's it. And he knows that people will only keep talking about him is if he says something outrageous every once in a while. So the fact that Giuliani said he doesn't believe that President Obama loves America, because Obama "wasn’t brought up the way you were brought up and I was brought up" is just more brand maintenance. You weren't thinking about Rudy Giuliani two weeks ago, were you? And now you are! Funny how that works, isn't it? And the fact that Giuliani refused to acknowledge the racism of his comments because Obama's mother is white is just a little nudge to the news cycle, in order to keep his name at the top of the churn for another half-day or so. Giuliani will revel in the attention for a little bit, he'll maybe court a little 2016 presidential campaign speculation, and his speaking fees will stay nice and high. Mission accomplished.
