I mean that if we were both at the range at the time and I let someone else shoot my gun it would make us both felons. This is what makes the law poorly written. The ATF does not have a good track record when it comes to prosecuting otherwise law abiding citizens, they do have a pretty good record of burning children to death though.
If the Feds cared about keeping guns out of the hands of criminals they would be prosecuting those who lied on Form 4473 which is used for the NICS background check when a gun is purchased.
As Vice Prez. Joe Biden said, "We Don’t Have Time To Prosecute Everybody Who Lies On Background Checks."

Also perhaps the Federal Government could not transfer firearms into the hands of Mexican Drug Cartels in the name of tracking firearms used in crimes.

I think the NRA is generally OK with shooting felons, The “Armed Citizen” feature documents criminals stopped with a firearm in every issue of American Rifleman. It seems you are not very OK with facts, as it was the NRA who basically wrote the book on the safe handling of firearms. Have you actually learned about gun safety are you merely another hoplophobe mouthbreathing the party line when you have no actual experience on the matter?

Because the bill was poorly written and would have criminalized thousands of otherwise law abiding people.
For example, under the proposed law, if I let a friend shoot my pistol at a range we would now both be guilty of illegally transferring possession of a firearm.
