Ron Paul's campaign isn't running to win. They know they can't win. They're trying to maximize their delegate count, which is much easier in caucus states. It's more about spreading his message at this point, and gaining delegates to perhaps show that more people agree with his ideas than the mainstream candidates and coverage may show.
Florida is a winner-take-all state. He explicitly didn't put any energy into Florida because there was zero chance of him winning, so he used his limited resources in states with proportional counts and caucus states as that is where he tends to do the best because his supporters are the most vocal of any of the candidates.
It's about strategy. It's not a "fuck you" to Florida voters. Florida is expensive and wouldn't increase his delegate count. Santorum did exactly the same thing.
