It’s telling that Stamper uses a third-person narrative to “admit” that he was wrong in ordering the mass teargassing of Seattle (“…And he certainly should have forbidden the indiscriminate use of tear gas to accomplish it…”).
What a non-apology.
Except for WTO, there was no time to form such a plan. City Council along with Mayor Schell ignored all the warnings and assumed the protests wouldnt be a problem. Majority of the police brutality came from when the national guard were sent in after it became obvious the SPD couldnt control the situation.
With local OWS protests, the police have things well under control, but the same elements that ruined WTO are obviously running amok near the SCCC encampment. Even before it all started, there were calls for socialist revolution and a need to provoke or confront the police. Black Bloc babies were present the whole time and nobody wants to kick these jerks out because this is a democracy, they dont stifle opinions (unless they differ from their own).

You in the civ world may not realize this, but governmental organizations are in fact coordinating these tactics and strategies and devices nationwide, in anticipation of the Class War of 2012 when the mansions and yachts are burnt down and the Laser Cat Guillotines are erected in public squares for the Trillionaires while most Americans subsist on $500 a year.
