I suspect it's that this dude is wearing a cross between footie pajamas (mostly worn by small children) and onesies (mostly worn by infants), and the garment is repeatedly referred to by an official name that is a lisping baby-talk version of "swagger".

Looking at this, I don't know whether to laugh or to cry.
