According to the enemies of prayer warriors and market fundamentalists—scientists—two things are behind the floods in Houston. One is the absence of building regulations that have a scientific understanding of the region's geography; and two, climate change. Though scientists strongly advise the city to incorporate its geography and global warming into its urban plans, the city's officials believe it can solve flooding with engineering. Nothing, therefore, has to really change. Profits from real estate developments can continue growing once the water has returned to the sea. Houston will not believe anything else but this pro-business picture of the future. One of the best posts about this bad situation is Texas Tribune's "Boomtown, Flood Town." What it makes clear is that regional floods are not so "wow," as Trump would have it, but are increasing in frequency and intensity.

This is what the outgoing Harris County Flood Control District Director, Mike Talbott, told The Texas Tribune and ProPublica:

He said the flood control district has no plans to study climate change or its impacts on Harris County, the third-most-populous county in the United States.

Of the astonishing frequency of huge floods the city has been getting, he said, “I don't think it's the new normal.” He also criticized scientists and conservationists for being “anti-development.”

“They have an agenda ... their agenda to protect the environment overrides common sense,” he said.

His successor sees things the exact same way. So, nothing will change. Houston will be flooded again and again, and Trump will keep tweeting "wow."
