@1 Only if you can pass mandatory sentencing laws that will put people away for years on charges of trespassing or possession of small quantities of drugs, and somehow get it all past the immediate "cruel and unusual" constitutional challenge.

Until then, get used to a justice system that hands out minor penalties for minor infractions.
