At 9 a.m. tomorrow, Council Member Mike O’Brien will unveil Seattle’s new yellow pages opt-out system, which will prevent phone book companies from distributing yellow pages to anyone on a city-enforced opt-out list.
The city is calling it the first yellow pages opt-out system of its kind.
The opt-out legislation, sponsored by O’Brien, had a rather bumpy ride when yellow pages publishers decided to sue the city, arguing that it violated their free speech rights. They were angry about a recycling fee that would have required phone book companies to pay a $148 recycling charge for every ton of yellow pages they distributed in the city.
The Seattle City Council eventually eliminated the fee from the ordinance because of the ongoing litigation.
O’Brien will be unveiling the city’s new opt-out website at Allied Waste’s Rabanco Recycling Center at 2733 3rd Avenue South Seattle.
Fun fact: Two million yellow pages phone books are recycled in Seattle every year at a cost of approximately $350,000 to Seattle Public Utilities ratepayers.

Seems kinda dumb not to attach a fee to returning phone books. The post office will charge a company 1$ for each return mail delivered back to the sender, even if its just a plain old white envelope.

Are there any teeth at all? What’s the penalty for delivery of a book to an opt-outer?
Why didn’t you include a link for signing up to the opt out list? That seems like a pretty basic part of the ‘what to include’ checklist.
