Man arrested in Oregon for squirting superglue into the hair of women and girls, breaking into women’s homes and coating their hair with “an oil-like substance” while they slept, cutting women’s hair on buses, etc.
TriMet officials said 22-year-old Jared Weston Walter cut the hair – three times in six weeks – of unsuspecting women as they rode on the bus. Officials said he was caught on New Year’s Eve as he rode the No. 33 bus in Milwaukie after a woman called 9-1-1, and in another case, TriMet said he put Super Glue in a woman’s hair.
Police also confirmed Monday that Walter is a person of interest in two middle-of-the night break-ins at an apartment complex he was a resident at before being evicted. The first occurred to Danielle Oliver. She said she believes Walter sneaked into her apartment in the middle of the night in September and coated her hair and pillow with some sort of oil while she and her fiancé slept…. The substance permanently stained her pillow.

“confirmed Monday” -> “confirmed on Monday” The police were not confirming the fact of Monday; Monday was the day on which they confirmed some other fact. ‘Monday”‘ is not an adverb.
“middle-of-the night” -> “middle-of-the-night” Missed the final hyphen, which is too bad, since it’s something of a rarity to find someone who actually knows how to use hyphens, as this guy/gal does.
“apartment complex he was a resident at” -> “apartment complex at which he was a resident” The phrase-final use of prepositions is becoming all too common; unfortunately, we can’t expect people to know the proper use when published works do not exemplify it.
“The first occurred to Danielle Oliver.” “Occur to” means to think of, as in, “It occurs to me that standards of English programs at colleges around the country are rapidly slipping.” It is not the same as “happen to” (which phrase itself has multiple meanings). Also, the break-in didn’t happen to Oliver, it happened to her apartment, as SHE was not that into which was broken.
“Sneaked” -> “Snuck” Oh god, my Firefox dictionary doesn’t recognize snuck, which suggests to me that the previously incorrect form has replaced the correct form in majority usage. I rescind this correction.
As for Walter, a hair fetish seems pretty tame. It’s unfortunate that he felt the need to escalate to breaking-and-entering in order to get off. As for stealing hair, I suppose I can see why it’s illegal, although as someone who shaves my head and donates my hair every year-and-a-half or so, I don’t particularly understand why anyone cares that much. If you walk up to me on the street and ask for a clipping of my hair so you can masturbate using it, I’ll give it to you in a heartbeat (I’d be more suspicious if no reason was given, as I might suspect you of wanting to frame me in a crime by planting my hair at the scene).
Walter really shouldn’t have been stealing hair, but it’s unfortunate that he felt the need to do so in order to indulge his kink. A less sexually-repressed society might have legal, non-victimizing avenues available. For example, in Tokyo one can buy the hair (pubic and head) of young women in little packages with a picture of the lass from which it came at the world’s largest sex shop. (Of course, the descriptions of that particular shop sound kind of creepy to even a sexual Libertarian like me, but you get the idea.)

This boy needs some serious help before he hurts somebody. And that woman needs a new pillow right away. All new bedclothes, I’d say.

From what I understand, many serial rapists and murderers start off that way. They progressively escalate, having to go further each time to get the same thrill from invading someone’s space and eventually harming them.
