Flood Watch: Gov. Bob Ferguson declared a state of emergency yesterday over record flooding in Western Washington, activating the National Guard and sending calls for help to the federal government. An estimated 100,000 people could face evacuation orders. Evacuation orders have been issued in Skagit County for people living within the 100-year floodplain (an area with a 1% annual chance of flooding), in Concrete, Sumas in Whatcom County, Mount Vernon, and others. Rising rivers could spill over levees. The dam in Grays Harbor is “showing signs of distress.”
The National Weather Service warned the flooding could be “catastrophic” and “life threatening.” Major General Gent Welsh said more than 300 National Guard members will be deployed by the end of today, and the Federal Emergency Management Agency (FEMA) is sending response teams to the state. The Seattle Times has live updates.
How to Protect Yourself: Seattle isn’t at high risk of flooding, but for locations that are, KING 5 has steps you can take to keep yourself safe in the storm. SEATTLE — A man who admitted to shooting a woman in front of her granddaughter at a Covington ATM was sentenced Friday to 11 years behind bars.
Kolby Delamar appeared at the Maleng Regional Justice Center in Kent for his sentencing hearing after pleading guilty in October to first degree assault and first degree robbery for the April 2024 incident at a BECU.
In front of a Kent judge and the man who shot her, 67-year-old Tina Rothert recalled the moments she was attacked at an ATM in front of her 10-year-old granddaughter Haylee, who she had adopted years earlier as her daughter.
“[Haylee] was and still is the reason I have not given up. She should not being carrying this level of anxiety this has caused her,” Rothert read from a prepared statement. “I’m a prisoner in my own community, no longer comfortable out in public.”
She urged the judge to sentence Delamar to the maximum of more than 12 years behind bars. It’s a plea deal she believed was not enough for the crime that broke her femur in multiple places, but she said she wanted to close this chapter of her life.
“Offenders are not being held accountable,” she told Judge Sandra Widlan.
The surveillance footage from April 2024 played in court, showing Delamar and another man approaching the then-65-year-old grandmother with a gun as she tried depositing a check. Delamar grabbed her by the wrist and demanded she give him $1,000, according to court documents filed by the King County Prosecuting Attorney’s Office. When she said she couldn’t and called for help, that’s when she said he shot her three times and she fell to the ground in front of Haylee, who watched from a car nearby.
“A portion of her childhood was robbed from her that night, because now she acts as a caregiver instead of just being a child,” Rothert said.
At the sentencing, there were speeches from multiple family members, Rothert’s friends through the Sea Hawkers Booster Club, and Delamar’s family.
“I strongly believe that chemical activity played a part in this- chemical dependency,” Delamar’s father, Samuel Wayne Delamar, told the judge. “Fentanyl, drugs- what it’s doing to our young people today, not just my son.”
“Keep your head up, stay accountable, be smart and make better choices, OK?” Delamar’s older brother, Kendall, said.
Delamar apologized before the judge sentenced him to 11 years in prison.
“Deep down, no amount of time will fix what I’ve done,” Delamar stated. “Tina, I want to ask if you’ll please accept my apology for the dumb and traumatizing things I did to you?”
“I appreciated hearing from your dad and your brother today, and it tells me that you do have support when you get out from prison,” Judge Witlan said. “It is my hope for you and the community that you spend every day really being the person they see in you.”
KOMO News asked Rothert after court if this sentencing brings closure for her. She said she was surprised by Delamar’s apology and would have liked to see him get the maximum sentence.
Delamar’s attorneys told KOMO they are still discussing whether they plan to appeal.
