Not only can we see some sort of poles projecting from the bottoms of the two dudes flanking him, but you can also see the evidence of them taking loads from numerous agents.
It does rather confirm me in my opinion that in any political "scandal" involving sex the story should be taken away from American reporters and given to grown-ups. Otherwise you get nonsense, puritanism, misstatements, and all of the sophistication of a thirteen year old boy going, "booooooobies"!
This is just the kind of exaggeration that FBI agents like this guy use to threaten and entrap ordinary citizens all the time. I'd say "What goes around comes around" except this is so obviously meant to be a silly joke, or at most him using the funny context to show how good a shape he was in for his age in a non-flirtatious way. In the past 6 years we have seen enough narcissistic self-portraits truly meant to be "flirtatious" that it is pretty easy to divine the difference.
